Owl/Bird hoot in morning?

I heard it this morning at 8:00AM eastern time, im staying in NJ now visiting family. Its Monroe twnshp. And ive heard the same owl back in McKinney, TX where i live. It sounds like low then it waves high and low again, then it goes hoo.. hoo.. So kinda like HooOOOooo, hoo... Hoo... Any ideas of what bird it could be?
